Joe W. Barker has served in public service positions for five decades. During this time, Joe has spoken to hundreds of groups on subjects ranging from leadership to economic development. He currently hosts the national podcast, RuralStrong, and has served as a city mayor, county mayor and Assistant Commissioner for the Tennessee Department of Economic and Community Development. He also is an instructor for the Asset Based Strategic Planning session at the Tennessee Basic Economic Development Course.
